Tiffany St James is one of the UK’s leading voices in artificial intelligence, digital transformation and leadership psychology. As the UK’s first regional Chief AI Officer, she is shaping how ethical AI can deliver for people, communities and economies. A trailblazer in technology and strategy, Tiffany bridges the gap between innovation and impact, helping governments, organisations and leaders to navigate the opportunities and risks of AI. Her career has consistently placed her at the forefront of change, from pioneering government digital services to founding her own consultancy and advising on the global stage.

Earlier in her career, Tiffany served as the UK Government’s first Head of Public Participation, where she led cross-departmental digital transformation, launched Data.gov.uk, and introduced the first use of social listening across 22 central government departments. She went on to establish Transmute, a consultancy specialising in AI, digital stewardship and leadership psychology, delivering programmes for organisations including Google, Microsoft, the BBC, Channel 4, and the UK Parliament. Tiffany has also served as a Guest Advisor to the Greater London Authority, a columnist for New Digital Age and The Drum, and a Fellow of the British American Project, demonstrating her ability to influence policy, strategy and practice across multiple sectors.

Tiffany’s achievements have been recognised with numerous honours. She was publicly voted one of the “Top 25 Women Who Shaped the British Digital Industry in the Last 25 Years”, named Most Influential Woman in Digital Strategy Consulting, and awarded Most Influential Woman in Global Digital Skills. She currently serves as UK Country Director for the Global AI Council, driving AI literacy and equitable access to education worldwide, and is an educator with The Gen AI Academy, where her course “The Leaders’ AI Playbook” is helping executives prepare for an AI-first future. In 2025, she was appointed Chief AI Officer for the Liverpool City Region Combined Authority, leading the country’s first public sector AI taskforce to set a blueprint for AI for Good.
