Oscar Diez is the Head of the Quantum Computing Sector at the European Commission. Oscar’s professional journey spans more than two decades at the intersection of computing infrastructure, high-performance computing, quantum technologies and digital policy. He currently serves as Head of the Quantum Computing Sector at the European Commission’s DG CNECT, where he leads the development and coordination of Europe’s quantum strategy and associated policy frameworks. In this role, Oscar oversees initiatives that support large-scale computing infrastructure, research investment and cross-border collaboration, all of which directly underpin the future of AI development across Europe. Prior to this position, he worked as a Policy Officer covering high-performance computing and quantum technologies, contributing to flagship European programmes designed to strengthen compute capacity and technological sovereignty. Earlier in his career, Oscar held senior ICT leadership roles within European public institutions, including managing data centre operations and digital infrastructure at the European Medicines Agency and leading service evolution within the European Commission.

Alongside his policy work, he is an Adjunct Professor at IE University, where he teaches high-performance computing and related technologies, bringing real-world infrastructure and policy insight into the classroom.
