Lord Chris Holmes

Lord Chris Holmes of Richmond MBE is a distinguished Paralympic champion and a pioneering figure in artificial intelligence (AI), digital transformation, and fintech. Known for his exceptional career in both sport and technology, Chris has become a leading voice in the ethical governance of AI. He champions innovations that benefit society while ensuring responsible and human-centred development of emerging technologies. Chris’s career has been characterised by resilience and extraordinary achievement. After losing his sight at the age of 14, he went on to become one of Britain’s most decorated Paralympians, winning 15 medals, including nine golds, across four Paralympic Games. His leadership extended beyond the pool, as he captained the British Paralympic swimming team and set seven world records. Chris’s journey of triumph did not end with sport. After retiring, he became a qualified commercial lawyer and took on leadership roles that spanned media, technology, and government. As the Director of Paralympic Integration for the London 2012 Games, Chris’s strategic leadership ensured it was the first Paralympic event in history to sell out every session, gaining worldwide recognition.

In 2013, Chris was appointed as a Life Peer in the House of Lords, where he has focused on policy areas including AI, financial inclusion, and digital skills. His role in AI governance has made him a prominent figure, notably introducing the Artificial Intelligence (Regulation) Bill in 2023. This bill advocates for the creation of an AI regulatory authority to ensure the ethical development and deployment of AI across the UK.
